Thunderbird115で、メニューバーをツールバーの上に置きたい

userChrome.cssが有効になるように設定しました。
chromeフォルダ、userChrome.cssファイルを作成しました。
参考ページ2を見まして、userChrome.cssに下記の様に記述して保存しました。

@import url("chrome://messenger/content/unifiedtoolbar/unifiedToolbarWebextensions.css");

/* Position Menu Bar above Unified Toolbar */
#toolbar-menubar {
order: -1 !important;
}

Thunderbirdを立ち上げ直しました。
